STREET AND DRAINAGE IMPROVEMENTS IN EMERSON PARK
Sealed bids will be received by the Ware County Board of Commissioners at 305 Oak Street, Waycross, Georgia 31501, in Suite 227 until 2:00 P.M. local time on Thursday, May 26, 2022, at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.
The work to be done consists of roadway improvements to an area of Emerson Park. The proposed work includes grading, installation of soil cement base, asphaltic pavement, and drainage improvements. The work will be performed on sections of New York Avenue (approximately 1,440 linear feet), New Jersey Avenue (approximately 1,685 linear feet), Pennsylvania Avenue (approximately 1,630 linear feet), Virginia Avenue (approximately 2,100 linear feet), Oregon Avenue (approximately 1,070 linear feet) and California Avenue (approximately 730 linear feet). Work on Oregon Avenue and California Avenue will consist of drainage improvements, road widening, and asphaltic overlay.
Bids for the complete work in one or more general contracts shall be made on the bid form provided and shall contain prices in words and figures for the work bid. All bids shall he accompanied by a Bid Bond drawn in favor of the Ware County Board of Commissioners, in the amount of at least five percent (5%) of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for the Ware County Board of Commissioners. Each bond shall be equal to one hundred percent (100%) of the contract amount.
The Bid Bond shall be forfeited to the Ware County Board of Commissioners as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been awarded the contract.
Drawings and Specifications are open to public inspection at the office of the Ware County Board of Commissioners, 305 Oak Street, Waycross, Georgia 31501, Suite 227.
Copies of the plans and specifications must be obtained from T. R. Long Engineering, 114 North Commerce Street, Hinesville, Georgia, 31313, upon receipt of $175.00. Such fees represent reproduction cost and are non-refundable. Bidders must purchase a Bid Packet to be a registered bidder. Only bids from registered bidders will be opened.
Ware County Board of Commissioners is committed to Affirmatively Further Fair Housing. This project is funded in part by a Community Development Block Grant. The work to be performed under this contract is under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701 U. Section 3 requires that to the greatest extent feasible, opportunities for employment and training be given to the low-income residents of the project area, and contracts for work in connection with the project to be awarded to business concerns which are located in or owned in substantial part by

The Georgia Department of Transportation Standard Specifications, 2021 Edition, any applicable Supplemental Specifications, Special Provisions, or any other provision contained within this contract will be applicable to this project. All materials, workmanship, testing, etc. shall meet the Georgia Department of Transportation Specifications.
The Owner reserves the right to reject all bids and to waive informalities, and to accept any Bid which in its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening of the bids.
